The start-up of an EMS involves the following steps: 1. Energy diagnosis and audit with energy improvement measures. 2. Development of energy indicators and their evolution over time. 3. Control, registration and monitoring of consumption and energy costs. 4. Implementation of improvement measures obtained from the audit. 5. Measurement and verification of the improvement measures implemented. For an EMS to be effective in any hotel, its basic definitions have to be established (policy, objectives, goals), as well as procedures, structure and responsibilities, in other words, there has to be an Energy Management Manual. Moreover, the energy planning process has to be established and described according to the new tools provided by the EMS. Subsequently it will be necessary to detail and establish the procedures that will be used to control the consumption and costs of energy in the installations with the highest energy consumption (control of the process) and to select the projects that will be profitable in the short-,medium- and long-term that will be executed to comply with the objectives established by the EMS itself (energy management project). This should also include efficient procedures for the purchase of energy resources and the evaluation of energy bills (energy purchase). Once the conceptual element and definition has been undertaken, the next step is to establish the procedures that obtain an in-depth knowledge of the installation, in other words, themeasurement, analysis of the energy consumption indicators, verification of the efficiency and energymanagement measures, and this is where themonitoring and control of the energy consumption of the establishment comes into play. From this moment on, having an understanding of the operation of the hotel’s energy installations, the procedure to identify and apply actions designed to continuously improve energy efficiency and the management system itself can be initiated. In other words, the actions that involve corrective and preventive maintenance. A continuous training process of the key personnel will have to be carried out to reduce energy consumption (Training, Communication and Education), establishing the procedures for controlling the EMS documentation. Lastly, a database will be incorporated into the system that is able to record the energy information necessary for operation of the system itself. According to the UNE-EN ISO 500001:2011 standard, to comply with the requirements that an EMS must possess in order to undertake continuous and systematic improvements to the energy performance of organisations, the systemmust: • Plan: establish an Energy Plan for the organisation in line with a planning that establishes specific and objective actions to improve energymanagement. • Do: implement the actions contemplated in the planning established by the management. • Check: monitor the results establishing the appropriate indicators that determine the degree of compliance with the established objectives and planning. energía dentro del hotel. Esta implantación requiere de un método, procedimientos y herramientas que permitan hacerlo de forma efectiva, en el menor tiempo posible y con bajo coste. La puesta en marcha de un SGE comprende los siguientes pasos: 1. Diagnóstico y auditoría energética con medidas de mejora energéticas. 2. Desarrollo de indicadores energéticos y su evolución temporal. 3. Control, registro ymonitorización de consumos y costes energéticos. 4. Ejecución de medidas de mejora obtenidas en la auditoría. 5. Medición y verificación de las medidas de mejora ejecutadas. Para que un SGE pueda ser efectivo en cualquier hotel se deben establecer las definiciones fundamentales del mismo (política, objetivos, metas), así como los procedimientos, la estructura y las responsabilidades, es decir un Manual de Gestión Energética. Además, hay que establecer y describir el proceso de planificación energética según las nuevas herramientas que proporcione el sistema de gestión. Posteriormente habrá que detallar y establecer los procedimientos que serán utilizados para el control de los consumos y los costes de energía en las instalaciones con mayor consumo de energía (control del proceso) y seleccionar los proyectos que sean rentables a corto, medio y largo plazo que serán ejecutados para el cumplimiento de los objetivos marcados por el propio sistema de gestión (proyecto de gestión energética). No podemos olvidar incluir procedimientos eficientes para la compra de recursos energéticos y la evaluación de facturas de suministro de energía (compra de energía). Una vez llevada a cabo toda la parte conceptual y de definición, el siguiente paso es establecer los procedimientos para conocer a fondo la instalación, es decir, la medición, el análisis de los indicadores energéticos de consumo, la verificación de las medidas de eficiencia y de la gestión energética…. Es aquí donde entra en juego la monitorización y el control de consumos energéticos del establecimiento. A partir de aquí, conociendo el funcionamiento de las instalaciones energéticas del hotel, se puede iniciar el procedimiento para la identificación y aplicación de acciones encaminadas a lamejora continua de la eficiencia energética y del propio sistema de gestión. Es decir, las acciones que impliquen un mantenimiento correctivo y un mantenimiento preventivo. Se llevará a cabo la formación continua del personal clave para la reducción del consumo de energía y se establecerán procedimientos para el control de los documentos del SGE. Por último, se incorporará al sistema una base de datos que permita registrar la información energética necesaria para el funcionamiento del propio sistema. De acuerdo con la norma UNE-EN ISO 50001:2011, para cumplir con los requisitos que debe poseer un SGE, para realizar mejoras continuas y sistemáticas del rendimiento energético de las organizaciones, habrá que: • Planificar: establecer una Plan Energético en la organización de acuerdo a una planificación que establezca acciones concretas y objetivos para mejorar la gestión de la energía. • Hacer: implementar las acciones previstas en la planificación establecida por la dirección. • Verificar:monitorizar los resultados estableciendo los indicadores adecuados que determinen el grado de cumplimiento de los objetivos y de la planificación establecida. • Actuar: revisar los resultados para tomar las acciones de corrección y mejora que se estimen oportunas.
