De cara al próximo año y porque nos lo merecemos, deseamos un abaratamiento de los costes y un aumento de la inversión para modernizar el millón de hectáreas aún pendiente. Ha sido 2020 un año especialmente duro, marcado por los estragos causados por una pandemia que nos robó la primavera y enfrió el otoño hasta dejarnos helados. Y tras este año que recordaremos como uno de los más tristes de nuestra más reciente historia, no deberíamos olvidar que los agricultores han sido auténticos héroes, junto a médicos, enfermeros, cajeros, reponedores, militares, personal de limpieza... En concreto, a las donaciones que realizaron muchas Comunidades de Regantes y a sus labores de limpieza y desinfección al volante de sus tractores, cabe destacar su estoico trabajo. Que no se ha visto ininterrumpido por ninguna orden ministerial del BOE. Ya que entre todas las esenciales, es la agricultura la actividad más imprescindible, fundamentalmente a la hora de garantizar la alimentación. De hecho, el trabajo de los agricultores blindó el abastecimiento de alimentos en las tiendas y los supermercados, y resultará esencial para cubrir las necesidades crecientes en el futuro. Sobre todo el de los de regadío, ya que produce hasta seis veces más que el secano. 5.200 millones de euros De aquí en adelante, los regantes también serán determinantes para la reconstrucción social y económica de España en términos económicos, medioambientales y de cohesión territorial. Por ello, desde la Federación Nacional de Comunidades de Regantes (Fenacore) pedimos al Gobierno que incluyera 5.200 millones de euros en el Plan de Recuperación, Transformación y Resiliencia de la Economía Española para modernizar el millón de hectáreas aún pendiente, infraestructuras no ejecutadas en los planes hidrológicos anteriores, a pesar de haber estado muchas incluso presupuestadas; alegando que estas obras casaban perfectamente con los objetivos marcados por las autoridades comunitarias para conceder los fondos europeos. Sobre todo, en torno a la lucha contra la contaminación y la despoblación de las zonas rurales, así como también para mitigar los efectos más negativos del cambio climático, como son las posibles inundaciones y sequías. En este contexto, el Ministerio de Agricultura debería aprobar un Plan de Regadíos para ayudar a que los Presupuestos de la Unión Europea, los Presupuestos Generales del Estado y los de las comunidades autónomas incrementen las dotaciones para modernizar regadíos, máxime teniendo en cuenta la rebaja del 16% en el consumo de agua conseguida en la última década. Es verdad que más del 76% de la superficie de riego existente en España, casi 3 millones de hectáreas, se encuentra modernizada. Pero también es cierto que existe un margen de mejora, sobre el que se debería actuar a lo largo del próximo año. Los regantes somos conscientes de que podemos seguir mejorando nuestra eficiencia y ahorrando agua para regar. Our wish for next year, and because we deserve it, is a reduction in costs and an increase in investment to upgrade the million hectares that still require modernisation. 2020 has been a particularly hard year, marked by the havoc caused by a pandemic that robbed us of Spring and chilled the Autumn, to the point of freezing us. And after this year, which will be remembered as one of the saddest in our recent history, we should not forget that farmers have been real heroes, along with doctors, nurses, shop assistents, shelf stackers, soldiers, cleaning staff… The donations made by many Irrigation Communities, their cleaning and disinfection operations at the wheels of their tractors and their stoical work in the field should all be highlighted. In fact, the work of farmers ensured the supply of food in shops and supermarkets, and will be vital in terms of covering growing needs in the future. This is particularly true of irrigation farming, which produces up to six times more than dryland farming. 5,200 million euro From this point in time, irrigators will play a vital role in the social and economic reconstruction of Spain, in terms of the economy, the environment and territorial cohesion. Therefore, we at the National Federation of Irrigation Communities (Fenacore) call on the Government to allocate 5,200 million euro from the Spanish Economic Recovery, Transformation and Resilience Plan to upgrade the million hectares still awaiting modernisation, thus completing the infrastructures included in previous River Basin Management Plans that have yet to be executed, despite the fact that many of them have been budgeted for. Our argument is that these infrastructures are perfectly aligned with the objectives set out by EU authorities for the granting of the European funds associated with this plan. This is particularly the case with respect to the fight against pollution and the depopulation of rural areas, as well the need to mitigate the most negative effects of climate change, such as potential floods and droughts. In this context, the Ministry of Agriculture should ratify an Irrigation Plan to enable the European Union Budget, The Spanish State Budget and the Autonomous Community budgets to increase their allocations for the upgrading of irrigation systems, particulary bearing in mind the 16% reduction in water consumption achieved in the last decade. It is true that over 76% of Spain’s irrigation surface area, almost three million hectares, has now been modrnised. But it is also true that there is a margin for improvement and this should be addressed throughout the coming year. Irrigators are aware that we can continue to improve our efficiency and save water in irrigation activities. But to achieve this, we need the Government to invest in the upgrading of our irrigable areas, thus meeting the commitments given in the Irrigation System Strategy and the River BasinManagement Plans.
