Reinnova Does balance of his second edition
2 January 2012
In front of the extraordinary difficulties of the moment current and the high costs that derive of a model of management of demanding waste, imposes explore new roads that improve the efficiency through the innovation, the investigation and the dialogue between the public sector and deprived like factors that have to put in value on which has to orient the model.
In this sense, in Reinnova, the main lines that exposed were the following:
- has to promote the obtaining, the use and the market of alternative fuel from the rejection of the plants of treatment.
- The use of alternative fuel mitigates the broadcasts of effect invernadero, saves fuels fossils for future generations, recovers energy of the waste, reduces the need of the dumps and reduces the cost of treatment.
- Is necessary to expand the uses and the market of the material stabilised obtained of the plants of treatment of the fraction subtract. The restrictions imposed to the new law of waste limit his recycling to uses marginales.
- Has to advance in the monitoring of the operation of the plants of treatment like factor of efficiency and of reduction of cost of the same.
- Is necessary to advance in the economic quantification of the broadcast of gases of effect invernadero avoided with a correct management of waste. These amounts would have to translate in sources of destined finance to the direct managers, city councils and autonomous communities.
- Are surfacing new perspectives for the recovery of waste. A project of future is the study on the feasibility to extract the resources buried in the ancient dumps for his aprovechamiento energetic, received under the concept ‘Urban mining'. In this sense, splits of two key challenges: the investigation applied to the technology and the conditions for the implementation and the theoretical investigation of models of business and factors of organisation.
New markets
The wide presence of representatives of the different countries of Latin America has allowed an exchange of experiences based in the exhibition of the situation in relation to the management of waste of each country, standing out that “there is a long way for visiting”.
Promote the development of the sector of the waste in emergent markets help to reduce costs and to that it was more competitive. In Latin America there are significant progresses in the integral management of solid waste for the establishment of politics of planning and legislation. Nevertheless, the development has given in big cities, whereas the rest find much more retarded.
The key appearances recaen in including a strategic planning to national and local level looking for the grouping of places, strengthening the responsible institutions, expanding the coverage of performance and including the social responsibility.
From the international markets demands that the solutions that present adapt to the socioeconomic conditions of the country of destination and to the local realities of sustainable way and that contribute to the technological development of the same.
The Centre of Tractament of Residus of the Vallès Western, situated in Vacarisses and that loans his services to all the region, has been awarded inside the contest World Architecture Festival 2011 in the category ‘Production, Energy and Recycling'. This galardón of architecture supposes an international recognition to this plant of treatment that, integrated to the surroundings and low criteria of sustainability, gives service to the Vallès Western.
The architect of the project, Enric Batlle, of the dispatch of architects Batlle i Roig, assisted to Reinnova with the end to share the galardón with the representatives of the consortium and of the city councils of the region.
System of finance for the sector
When it speaks of the systems of finance for the sector waste arrives to the conclusion that it has of bottoms to invest in emergent countries through entities like the World Bank, the Inter-American Bank of Development (BID) or the Catalan Institute of Finances (ICF). They have to exist bottoms of adapted and flexible finance to the needs of the main managers of the real and effective execution of the integral management of the waste.
The Catalan Institute of Finances (ICF) goes to offer his support in the transaction to the local and municipal governments of the emergent markets to implement a public collaboration-deprived sustainable that improve the standards and promote an economic growth on a long-term basis. It treats of a responsibility shared between the governments, the private sector and the financial sector.
