Folgado said that Spain to comply with Kyoto deadlines for reducing emissions

The Secretary of State for energy and SMEs, José Folgado Blanco, has assured that Spain meet the deadlines set out in the Kyoto Protocol on reducing emissions of gases which cause the so-called "greenhouse effect". The Spanish Government, said, will honour the commitments made at the international level and so developed a national plan for the allocation of emission rights.
The Secretary of State for energy and SMEs said that this commitment to sustainable development is consistent with the policy of the Spanish Government's reduction in the price of energy, is one of the lowest in Europe, and promotion of renewable energy.
He added that Spain is one of the few countries that currently has an energy plan, and security of networks and with a plan of promotion of renewable energy. He also indicated that the Spanish Government has a plan of strategy of energy saving and efficiency which establishes priorities for the period 2003-2012. José Folgado announced, in addition, the elaboration of a Royal Decree of energies of special regime which will mark the premiums to be paid in the coming years to producers of renewable energy.
The Kyoto Protocol contains compulsory and quantified limitation and reduction objectives of six gases causing the greenhouse effect: carbon dioxide (CO2), methane (CH4), nitrous oxide (N2or), hydrofluorocarbons (HFCs), perfluorocarbons (PFCS) and sulphur hexafluoride.
The European Union intends that, at the latest by the year 2005, revise the commitments of each of the countries members to see if they have complied with provisions of the Kyoto Protocol.
