En el ámbito legislativo, cabe destacar la creación del subgrupo de Sistemas Urbanos de Climatización para abordar las cuestiones relacionadas con este tipo de instalaciones, identificadas en los grupos de trabajo de la Fase II de modificación del Reglamento de Instalaciones Térmicas de Edificios; creados por el Ministerio de Transportes, Movilidad y Agenda Urbana. Este grupo de expertos, en el que participó ADHAC, plasmó sus conclusiones en un documento que propone elevar al Ministerio para laTransición Ecológica y el Reto Demográfico una petición para que promueva la aprobación de una regulación específica sobre los derechos y obligaciones de los promotores y usuarios de las redes de calor y frío; en la que se debería evaluar, entre otros, la obligación de conectarse a estos sistemas cuando estén disponibles para nuevos edificios o instalaciones existentes en edificios que se reformen. Esta propuesta pretende eliminar una de las principales barreras al desarrollo de sistemas urbanos de climatización. En línea con lo establecido en la “Medida 1.13. Comunidades energéticas locales” del PNIEC en relación con las actuaciones para definir un marco normativo apropiado para el desarrollo de las CELs y con las recomendaciones del documento de trabajo del IDAE “Guía para el desarrollo de instrumentos de fomento de comunidades energéticas locales”, el Ministerio para la Transición Ecológica ha abierto a finales de año una consulta pública previa sobre CELs. Esta iniciativa, que pretende recoger los puntos de vista de los grupos de interés involucrados en este tipo de entidades jurídicas, se refiere a las redes de calor y frío como “una valiosa herramienta para el impulso de las comunidades energéticas, así como para la reducción del consumo de combustibles fósiles y de emisiones de CO2, y como vía de integración de los sectores eléctrico y térmico”. A las iniciativas mencionadas anteriormente, se unen otras que hacen patente el papel determinante de las redes de calor y frío, también denominados sistemas de climatización urbana, en las estrategias de la Administración de nuestro país para conseguir un sistema energético sostenible, eficiente e inclusivo. Perspectivas Desde ADHAC seguimos trabajando, tanto con entidades públicas como privadas, en iniciativas como el desarrollo de grandes proyectos tractores de regeneración urbana en torno a sistemas urbanos de climatización. El potencial de ahorro energético y económico que demuestran estos sistemas, la posibilidad de hibridar distintas energías renovables y el encaje de estas soluciones en la actuación “2. Plan de rehabilitación de vivienda y regeneración urbana” del Plan de Recuperación, Transformación y Resiliencia de la Economía Española nos hacen ser optimistas sobre el desarrollo de redes de calor y frío en los próximos años. future public financing programmes for refurbishments. In this regard, in August the Council of Ministers approved the Energy Refurbishment of Buildings Programme, which will allocate €300m of direct funding to actions that improve the energy efficiency of buildings constructed before 2017, originating from the National Energy Efficiency Fund and which can be extended by other financing instruments as assigned by IDAE, the Institute for Energy Diversification and Saving.With aim of incentivising the most efficient actions, the call for entries establishes a minimum improvement to the energy certification of the building of up to energy rating «A» or «B», on the CO2 scale, or an increase of two letters to the initial energy certification. This favours the uptake of district systems as a solution that has an incredibly positive impact on the energy certification of the connected buildings. In the legislative sphere, it is worth noting the creation of the subgroup of Urban Heating & Cooling Systems to address issues relating to this type of installations, identified in the Phase II working groups to amend the Regulation on the Thermal Installations of Buildings, set up by the Ministry of Transport, Mobility and Urban Agenda. This group of experts, of which ADHAC formed part, set out its conclusions in a document that proposes submitting a petition to the Ministry for the Ecological Transition and Demographic Challenge so that the Ministry advances the approval of a specific regulation on the rights and obligations of the developers and users of DHC networks. Among others, it must evaluate the obligation of new buildings or existing installations in refurbished buildings to connect to such systems once they are available. This proposal aims to remove one of the major barriers to the rollout of DHC networks. According to the provisions of “Measure 1.13. Local energy communities” of the NECP, relating to actions to define an appropriate regulatory framework for the development of LECs and with the recommendations of IDAE working document, “Guide for the development of instruments to promote local energy communities”, the Ministry for the Ecological Transition opened a public consultation on LECs at the end of 2020. This initiative, which aims to bring together the points of view of the interest groups involved in this type of legal entities, refers to DHC networks as “a valuable tool to boost energy communities, as well as to reduce the consumption of fossil fuels and CO2 emissions, and as a means to integrate the electricity and thermal sectors”. In addition to the initiatives mentioned above are others that clearly demonstrate the determining role of DHC networks in the Spanish Government’s strategies to achieve a sustainable, efficient and inclusive energy system. Outlook ADHAC continues to work with both public and private entities on initiatives such as the development of large projects designed to drive urban regeneration based on DHC networks. The potential for energy and economic saving demonstrated by these systems, the possibility of hybridising different renewable energies and fitting these solutions into the action line “2. Home refurbishment and urban regeneration plan” of the Recovery, Transformation and Resilience Plan for the Spanish Economy, make us optimistic about the implementation of DHC networks over the coming years.
