As is customary at this time each year, we at FuturENVIRO have looked to the leading experts in the sector, the voices of authority, to analyse almost every segment of the waste management and treatment sector, both from the perspective of what the market will bring, and the legislative changes and technological breakthroughs that will characterise 2022, as we continue along the path to the circular economy. At the end of December, the Spanish Congress approved the Draft Waste and Contaminated Land for a Circular Economy Bill, which was subsequently passed to the Senate, where it will go through the final stages of parliamentary procedures. The main new features of the legislation include the establishment of a timetable for the implementation of separate waste collection for materials other than paper, metals, plastic and glass, for which separate collection is already mandatory. The legislation also seeks to promote a circular, low-carbon economy in Spain. To this end, it amends current waste and contaminated land regulations in order to achieve the new targets set out in EU waste directives and in the directive on single-use plastics. All of this is in line with the Spanish Circular Economy Strategy (España Circular 2030). The draft Bill approved by Congress is one of the main pieces of legislation designed to promote the circular economy in Spain and has been included amongst the structural reforms set out in the Spanish Recovery, Transformation and Resilience Plan (PRTR). En FuturENVIRO, como viene siendo habitual todos los años, hemos contado con los principales expertos del sector, voces más que autorizadas, para analizar prácticamente todos los nichos de mercado de la gestión y tratamiento de residuos, tanto desde el punto de vista de lo que deparará el mercado, como de los cambios normativos y avances tecnológicos que marcarán un año 2022 y su senda hacia la economía circular. A finales de diciembre, el Congreso de los Diputados, aprobaba el Proyecto de Ley de Residuos y Suelos Contaminados para una Economía Circular, momento tras el cual el texto ha sido remitido al Senado, donde entrará en la recta final de su tramitación parlamentaria. Entre las principales novedades, cabe destacar el establecimiento de un calendario de implantación de nuevas recogidas separadas de residuos para su valorización, además de la ya existente para el papel, los metales, el plástico y el vidrio. Además tiene como objetivo impulsar una economía circular y baja en carbono en España, revisando la actual normativa de residuos y suelos contaminados para cumplir con los nuevos objetivos establecidos en las directivas comunitarias de residuos, así como con los derivados de la directiva de plásticos de un solo uso. Todo ello en línea de la Estrategia Española de Economía Circular (España Circular 2030). El texto aprobado es una de las principales piezas legislativas para impulsar la economía circular en España y ha sido incluido como una de las reformas estructurales del Plan para la Recuperación, Transformación y Resiliencia (PRTR).
