Tengamos en cuenta que muchas de las depuradoras activas hoy en día fueron construidas entre la década de los 90 y principios del 2000 y, a pesar de haber sido objeto de algunas mejoras puntuales, es necesario renovar parte de sus equipos e instalaciones. También tenemos que aprovechar estas mejoras para dotar a las depuradoras de las tecnologías más avanzadas y también mejorar su eficiencia. Sobre este último aspecto, desde 2018 la ACA está llevando a cabo un plan de eficiencia energética en las depuradoras, con el objetivo de que estas instalaciones se autoabastezcan mediante energías verdes y limpias. Con una inversión de 159 millones de euros, el plan desplegará la instalación de parques fotovoltaicos en las depuradoras, la producción y uso del biogás y medidas para mejorar su eficiencia. Precisamente en las últimas semanas se ha adjudicado un contrato dividido en seis lotes, con una inversión conjunta de 2,5 MEUR per la construcción de parques fotovoltaicos en 29 depuradoras. La necesaria colaboración entre administraciones El mundo y la sociedad en la que vivimos cada vez debe afrontar retos más importantes y complejos. Es por esta razón que su resolución se debe abordar desde una óptica integral, integradora y consensuada. Des de la Agencia Catalana del Agua se lleva desarrollando, en los últimos años en el ámbito del saneamiento, un modelo sustentado en la colaboración con el mundo local y que se enmarca en la dinámica decidida de la descentralización del saneamiento, de acuerdo con criterios de sostenibilidad y de proximidad de la administración pública. Este modelo permite conocer mejor las necesidades del territorio, abordar las mejores soluciones y llevar a cabo las actuaciones con un alto grado de consenso. Esta estrecha colaboración también permite acotar mejor las necesidades para garantizar el funcionamiento de las depuradoras, cuyo coste asciende anualmente alrededor de los 160 millones de euros. En los últimos años, la Agencia ha incrementado el presupuesto para garantizar el correcto funcionamiento de las depuradoras y posibles actuaciones de mejora. En la Ley de Presupuestos para el 2020, la Agencia incrementó en un 8,5% las aportaciones en este ámbito para los entes que gestionan las depuradoras. También, en lo que a gastos indirectos se refiere, también se incrementó en un 7,5% el porcentaje de atribución para que todos los gestores del saneamiento de las aguas residuales puedan disponer de una estructura técnica, administrativa y de intervención económica sólida y suficiente para garantizar un buen servicio. En el saneamiento, todos sus ámbitos son igual de importantes y sus tres ejes (nuevas depuradoras, mejoras de las plantas ya existentes y garantizar su correcto funcionamiento) deben estar equilibrados. De este modo, contribuiremos a mantener y mejorar la salud de nuestros ecosistemas acuáticos. With respect to this latter area, the Catalan Water Agency (ACA) has been carrying out an energy efficiency plan in wastewater treatment plants since 2018, with the aim of making these facilities self-sufficient through the implementation of clean, green energy. The plan will allocate 159 million euros for the deployment of photovoltaic installations, biogas production and use, and measures to improve energy efficiency at these facilities. In recent weeks, a contract divided into six lots worth a total of 2.5 million euro has been awarded for the construction of photovoltaic plants in 29 WWTPS. The need for collaboration amongst public authorities The world and the society in which we live are facing increasingly important and complex challenges, which must, therefore, be approached from a comprehensive, integrated and consensual perspective. In recent years, the Catalan Water Agency has been developing a sanitation model based on collaboration with local authorities, within the framework of the drive towards decentralisation of sanitation, in accordance with criteria of sustainability and public authority proximity. This model enables better understanding of the needs of the territory, the provision of the best solutions and a high degree of consensus with respect to actions undertaken. This close cooperation also makes it possible to target needs more precisely in order to ensure the functioning of wastewater treatment plants, whose operating costs amount to 160 million euros per annum. In recent years, the ACA has increased the budget to ensure the proper functioning of the treatment plants and to enable upgrading actions. In the 2020 Budget Act, the Agency ratified an 8.5% increase in allocations for this purpose to the entities that manage wastewater treatment plants. Moreover, in terms of indirect costs, there was a 7.5% increase in the budget allocation to enable all wastewater treatment managers to have a solid and sufficient technical, administrative and economic structure to guarantee good service. All areas of sanitation are equally important and a balance needs to be achieved between the three main pillars - new treatment plants, upgrading existing plants and ensuring their proper functioning.
