Por un lado, la Ley de Residuos y Suelos Contaminados - actualmente en tramitación parlamentaria y cuya propuesta de enmiendas presentamos recientemente en el Congreso de los Diputados -, que llegará cargada de expectativas y con mucho trabajo a sus espaldas. Por otro, grandes demandas y retos a los que tendremos que hacer frente. De las acciones y decisiones que se tomen en los próximos meses dependerá convertir esos frentes en oportunidades. Incertidumbre En cuántas ocasiones a lo largo del último año y medio hemos repetido esta palabra. Podríamos utilizar sinónimos como inseguridad, variabilidad… O incluso eufemismos como “Nueva Normalidad”, pero el resultado sería el mismo. La incertidumbre, con su manto de desasosiego, lo ha cubierto todo. La evolución de este “no saber qué sucederá” depende de muchos factores. Por un lado, están los incontrolables como el desarrollo de la pandemia cuyo fin dependiendo del día, de nuestro estado de ánimo y, sobre todo, de las noticias, vemos más lejos o más cerca. Y por otro, están los que no dependen directamente de nosotros pero que poniendo medidas efectivas podrían, al menos, paliarse, cómo por ejemplo la mejora de la calidad de los flujos o un mercado único en la gestión de los residuos. No obstante, entre tanta oscuridad también encontramos certezas. La primera es que uno de nuestros objetivos prioritarios como sociedad es dar el salto definitivo a la economía circular y construir una sociedad más justa y sostenible para todos. La segunda es que el sector del papel y cartón recuperado es esencial, cumpliendo no solo una función social como es la gestión de los residuos que se generan, sino también promoviendo la economía circular, al convertir esos residuos en materias primas que vuelven a ser introducidas en el ciclo, y generando además empleo verde. Destacar que, solo en España, con sus buenas prácticas nuestra industria evitó la emisión a la atmósfera de 5millones de toneladas equivalentes de CO2 en 2020. Y eso es exactamente lo que venimos haciendo desde hace más de 50 años. Buscar soluciones a los retos que tiene que enfrentar nuestra industria y contribuir a su crecimiento, sea cual sea el escenario o las circunstancias que nos hayan tocado vivir. Flexibilidad Esto es algo que el sector lleva demostrando los últimos años. Flexibilidad para hacer frente a todos los obstáculos Great changes are on the horizon for the recovered paper and board industry. On the one hand, we have the Waste and Contaminated Land Bill. This Bill is currently before the houses of parliament and was recently the subject of proposed amendments presented by REPACAR in the Spanish Congress. Expectations are enormous for the final legislation and a great deal of work has gone into it. And on the other hand, we have the great demands and challenges facing us. Whether these battle fronts are converted into opportunities will depend on the actions and decisions taken in the coming months. Uncertainty How many times in the last year and a half have we repeated this word. We could use synonyms such as insecurity, variability..., Or even euphemisms such as “New Normal”, but the result is the same. Uncertainty, with its cloak of unease, has pervaded everything. How this phenomenon of “not knowing what will happen”will evolve depends on many factors. On the one hand, there are the uncontrollable factors, such as the evolution of the pandemic, whose end we see as being closer or more distant, depending on the day, our mood and, above all, the news. On the other hand, there are factors that do not depend directly on us but which, by taking effective measures, could at least be alleviated, such as improving the quality of waste streams or the implementation of a single waste management market. Nonetheless, in the midst of all this obscurity, certainties can also be identified. The first certainty is that one of our priority objectives as a society is to make the definitive leap to the circular economy and build a more just and sustainable society for all. The second is that the recovered paper and board sector is essential, fulfilling not only a social function by managing the waste produced, but also promoting the circular economy by converting this waste into raw materials that are reintroduced into the cycle. Moreover, the sector also creates green jobs. It should be noted that in 2020, through the implementation of good practices, our industry prevented the emission of 5 million tonnes of CO2 equivalent in Spain alone.
