FuturENVIRO PROYECTOS,TECNOLOGÍAYACTUALIDADMEDIOAMBIENTAL | ENVIRONMENTALPROJECTS,TECHNOLOGYANDNEWS Número 80 - Mayo/Junio 2021 | Issue 80 - May/June 2021 FOR A RENEWABLE, LOW-CARBON, CIRCULAR ECONOMY THAT ADDRESSES DEMOGRAPHIC CHALLENGE In line with the Spanish Circular Economy Strategy (España Circular 2030), theWaste and Contaminated Land Bill establishes measures that seek to protect the environment and human health in terms of waste, enable efficient use of resources and reduce the overall impact of resource use, and promote a circular, low-carbon economy in Spain, a country aspiring to achieve net-zero emissions by 2050. The Bill gives a leading role to waste prevention by setting out specific, quantifiable targets. It establishes that the weight of waste produced must be reduced by 3% prior to 2025 and 15% by 2030, with respect to 2010. This comes on top of the current target to achieve a 10% reduction from 2020 onwards. One of the main new aspects of the legislation is the establishment of a timetable for the implementation of further separate waste collection schemes for materials recovery, in addition to those currently in place for paper, metals, plastic and glass. Also of great interest is the boost and support provided by the Spanish Recovery, Transformation and Resilience Plan to the development of renewable energy, including bioenergy and renewable gases, a subject which features prominently in this issue. Bioenergy and renewable gas projects have very diverse uses and applications. They also have a very important environmental dimension in that they enable the recovery of very heterogeneous waste and take advantage of the biomass-based energy source with the lowest carbon footprint on the planet. Biogas and bioenergy are associated with projects in rural and demographically depressed areas, waste management, and the production of renewable energies and bio-fertilisers. These projects provide an excellent solution to demographic challenge by fostering economic growth in rural areas and reactivating districts in demographic decline through the creation of jobs and settled communities. Síguenos en | Follow us on: www.futurenviro.es | Mayo-Junio May-June 2021 5 Esperanza Rico Directora POR UNA ECONOMÍA CIRCULAR, RENOVABLE, BAJA EN CARBONO Y QUE ABORDE EL RETO DEMOGRÁFICO En línea con la Estrategia Española de Economía Circular (España Circular 2030), la propuesta normativa de la Ley de Residuos y Suelos Contaminados, persigue establecer medidas que protejan el medio ambiente y la salud humana en lo que a residuos se refiere, que permitan hacer un uso eficiente de los recursos reduciendo el impacto global de su uso e impulsen una economía circular y baja en carbono en España, que aspira a ser un país neutro en emisiones en 2050. La norma otorga un papel protagonista a la prevención de residuos, mediante la inclusión de objetivos concretos y cuantificables, con una reducción del peso de los residuos producidos de un 13% en 2025 y un 15% en 2030, respecto a los generados en 2010, que se añaden al objetivo actualmente vigente del 10% de reducción a partir de 2020. Entre las principales novedades, destaca el establecimiento de un calendario de implantación de nuevas recogidas separadas de residuos para su valorización, además de la ya existente para el papel, los metales, el plástico y el vidrio. Además cabe señalar el impulso y apoyo del Plan de Recuperación, Transformación y Resiliencia de España al desarrollo de las energías renovables y de la bioenergía y gases renovables, el cual abordamos con amplitud en este especial. Los usos y aplicaciones de los proyectos de bioenergía y gas renovable son muy diversos y llevan asociada una importante componente medioambiental, dado que se valorizan residuos muy heterogéneos y se aprovecha la fuente de energía con mejor huella de carbono que podemos encontrar en el planeta a partir de biomasa. El biogás y la bioenergía van asociados a proyectos en zonas rurales y demográficamente deprimidas, a la gestión de residuos, la producción de energías renovables y de biofertilizantes; aportando una gran solución al Reto Demográfico para abordar la dinamización económica del medio rural y la reactivación de los territorios en declive demográfico, creando empleo y asentamiento demográfico.
