A few months later, the world was hit by the COVID-19 crisis and Europe reacted by creating the “Next Generation” Recovery Plan, to which a further 750 billion euros was allocated, giving a total budget of over 1,800 billion euros. The Spanish Government’s Recovery, Transformation and Resilience Plan includes actions in the area of sanitation and water treatment and the first line of aid will be allocated to urban areas with populations of under 5,000. The Plan has a budget of 100 million euros and the aim is to promote investment to enable small urban areas to achieve compliance with the UrbanWastewater Directive. This plan for small urban areas complements and extends the investments that the Directorate General for Water has been making in recent years in sanitation and water treatment initiatives declared to be of general interest, with funding from the European Regional Development Fund (ERDF) 2014-2020. These actions will continue with the Recovery Plan and they will also be eligible for European funding through the Multiannual Financial Framework 2021-2027. The aim is to achieve full compliance with theWastewater Directive. Following the COVID-19 pandemic, Europe and the world as a whole is committed to embarking on the path to a more ecological, more digital, more resilient planet that is better prepared to address current and future challenges. Síguenos en | Follow us on: www.futurenviro.es | Febrero-Marzo February-March 2021 5 Esperanza Rico Directora EL AGUA Y LOS FONDOS NEXT GENERATION PARA FRENAR LAS CONSECUENCIAS DE LA PANDEMIA En diciembre de 2019, la Comisión Europea presentó el denominado “Green Deal” o Pacto Verde Europeo, muy centrado en políticas medioambientales y asociado a un Marco Financiero Plurianual (2021-2027), dotado con 1,1 billones de euros. Unos meses después, el mundo sufre la crisis del COVID-19 y Europa reacciona creando un Plan de Recuperación conocido como “Next Generation” al que se destinan 750.000 millones de euros que se suman al Marco Financiero Plurianual, totalizando así más de 1,8 billones de euros. Entre otras actuaciones previstas dentro del Plan de Recuperación, Transformación y Resiliencia del Gobierno de España, en materia de saneamiento y depuración, la primera línea cuyos fondos pueden distribuirse a los territorios es aquella que afecta a actuaciones en aglomeraciones urbanas de hasta 5.000 habitantes. La dotación de este plan es de 100 M€ y el objetivo es impulsar las inversiones para que puedan cumplir con las obligaciones establecidas en la directiva sobre tratamiento de aguas residuales. Este plan para pequeñas aglomeraciones complementa y amplía las inversiones que la Dirección General del Agua está realizando, en los últimos años, en actuaciones de saneamiento y depuración declaradas de interés general con financiación europea del Fondo de Desarrollo Regional FEDER 2014-2020. Unas actuaciones que van a continuar con el Plan de Recuperación y con los Fondos Europeos del Marco Financiero Plurianual 2021-2027 con el objetivo de alcanzar la total conformidad con la Directiva sobre tratamiento de aguas residuales. Europa y el mundo entero, tras la pandemia provocada por la COVID-19 han dejado patente que debemos caminar hacia un Planeta que debe ser más ecológico, más digital, más resiliente y mejor adaptado a los retos actuales y futuros. Estamos en un momento en que es necesario actuar y ocuparse, más que preocuparse, en el que hay que perseverar con las ideas innovadoras y llevar a cabo proyectos vanguardistas que nos hagan afrontar el futuro con ilusión y salgamos fortalecidos.
