www.futurenviro.es FuturEnviro | Diciembre 2019-Enero 2020 December 2019-January 2020 55 A fondo: Análisis 2019 | In depth: Analysis of 2019 Las I Jornadas Latinoamericanas de Reciclaje de Neumáticos fueron un lugar de encuentro entre técnicos de la administración, universidad, productores de neumáticos y la industria del reciclaje, donde todos ellos tenían un objetivo en común, compartir experiencias con el fin de resolver el problema que supone la gestión del neumático cuando llega al final de su vida útil. La ciudad de Querétaro (México) acogió el pasado 13 y 14 de noviembre las I Jornadas Latinoamericanas de Reciclaje de Neumáticos que se celebraron dentro del marco de las XV Jornadas Latinoamericanas de Tecnología del caucho, el evento que reúne cada dos años a la academia e industria del caucho procedente de más de 21 países. Las Jornadas, que fueron organizadas por la Sociedad Latinoamericana del Caucho (SLTC) y el Clúster Automotriz de Querétaro, fue un lugar de encuentro en el que se dieron cita técnicos de la administración, productores de neumáticos, empresas dedicadas al recauchutado, universidades y plantas de valorización del neumático en sus tres modalidades: (i) plantas de granulación o reciclaje, (ii) plantas de pirólisis y (iii) la industria cementera que es el principal destinos de valorización energética en Latinoamérica. Los principales temas que se trataron fueron las políticas gubernamentales de la ley de Responsabilidad Extendida del Productor (REP), formas de valorizar el neumático, así como aplicaciones exitosas del caucho reciclado en productos de altas prestaciones. La responsabilidad extendida del productor (REP) que obliga al productor a hacerse cargo del neumático cuando ha llegado al final de su vida útil, se postuló como la clave para garantizar la correcta gestión del neumático fuera de uso (NFU). Así, durante la jornada Gabriel Leal, director general de SIGNUS, presentó el modelo REP creado por los cinco mayores fabricantes de neumáticos (Bridgestone, Continental, Goodyear, Michelin y Pirelli) y que lleva operando en España durante casi quince años. El Sr. Leal indicó que SIGNUS, es una organización medioambiental sin ánimo de lucro que da respuesta a la necesidad que tiene la sociedad de vivir en un entorno sostenible, garantizando el adecuado tratamiento de los neumáticos fuera de uso (NFU) desde su generación hasta su transformación en una materia prima con valor. SIGNUS ha gestionado más de dos millones de toneladas de neumáticos recogidos, equivalentes a más de 300 millones de neumáticos de turismo, en los 40.000 puntos de generación registrados, dando cobertura a la totalidad del territorio español. Sin embargo, muy pocos países de Latinoamérica han implantado este modelo REP. They provided a meeting point for technical specialists from public authorities, tyre manufacturers, tyre retreading companies, universities, and three types of tyre recovery facilities: (i) Tyre granulation or recycling plants (ii) Pyrolysis plants (iii) The cement industry. The latter industry is the main beneficiary of energy recovery processes in Latin America. The main topics dealt with at the Conferences were government policies on Extended Producer Responsibility (EPR) legislation, alternative ways of recovering tyres and the successful implementation of recycled rubber in high-addedvalue products. EPR, which obliges producers to take responsibility for endof-life tyres (ELT) was presented as the key to ensuring correct management of tyres at the end of their service life. Gabriel Leal, CEO at SIGNUS, presented the EPR model created by the five largest tyre manufacturers (Bridgestone, Continental, Goodyear, Michelin and Pirelli), a model which has been operating in Spain for almost 15 years. Mr Leal pointed out that SIGNUS is a nonprofit environmental organisation that responds to the need for society to live in a sustainable environment. The organization ensures appropriate treatment of ELT from the time they are generated until they are converted into a raw material of value. However, very few Latin American countries have implemented this EPR model. The case of Ecuador is worth highlighting because the country has implemented environmental policies based on the principle of EPR.
