The Federation of irrigators denounced its exclusion from the Council of the SEIASA
on January 28, 2011
With this restructuring, the governing body of the Seiasa dispenses with the voice of irrigation, granting exclusive representation to political power by the authorities of the Ministry of environment and economy and finance, primarily.
Known the decision of the General direction of heritage of the State, the President of Fenacore, Andrés del Campo, stated that it lacks "logic" that communities of irrigators do not have neither voice nor vote in the decision-making process related to the modernization of irrigation systems when they are involved providing more than 60% of the investment. "That we pay and we know the reality of the sector must be an active part in the decision-making process," said.
In his view, it is contradictory to that Fenacore of these societies are excluded when their one and only objective is the modernization of irrigation in the communities of irrigators. In fact, the Federation has participated since its foundation with a member in each of the existing four until their unification into a single last year. It also happened with the subsidiaries of the Hydrographic Confederations.
According to the Federation, it is not the first time that public administrations gain prominence against users in management bodies nationwide related directly or indirectly with the water policy, but that "it rains on wet" as in recent years they were excluded from the Competentes authorities and of the Council Adviser on the Environment Committee.
To irrigators President, "it seems that for practical purposes, the Administration wants not to count on the active participation of users, as it has so far." When users do not feel jointly responsible with the administrations of the conversion plans future may be uncertain, just the opposite of what is preached. "The principle of shared responsibility between authorities and users, is internationally recognized for the success of the investment in infrastructure".
