I belong to the recycling of plastics sector and I have doubts as to whether the recycled pellets must register as a substance in accordance with the European Reach Regulation. In any case, what is the deadline to register?

In June, the Commission published a draft of document Guide (pending the final document) proposes the following criteria for the distinction:
• Plastics with a quantity of less than 20 per cent 'unwanted' additive should be given substance,
• Plastics with a quantity of more than 20 percent 'unwanted' additive must be prepared.
In the case of considering substance and in accordance with the European Reach Regulation, manufacturers and importers of chemicals have the obligation to register with the European Chemicals Agency, headquartered in Helsinki, before December 1.
The objective of Reach is forcing companies that produce chemicals to obtain information on the physico-chemical properties and its effects on health and the environment. It is intended to improve the safety in use and stop using the most dangerous. All manufacturers and importers must submit to the Agency a dossier of record documenting the data and evaluations.
Brussels believes that they will be submitted around 180,000 files registration for some 30,000 chemical substances currently in use (such as acids, metals, solvents, surfactants or queues). Companies that have not prerregistrado before 1 December of this year a substance may not import it nor manufacture it after that date until completion of full registration. On the other hand, which carried out the registration may benefit from an extension of time limits, until 2018, in the best of cases, to provide the complete information.
All companies that prerregistren the same substance will become members of a forum on Exchange of information on substances whose purpose is to avoid duplication of trials to which the substances must be submitted. In these forums, companies are required to make common use of studies obtained through animal testing, in order to reduce this type of testing to the absolute minimum. They can also share other data.
