Essential health and safety requirements
7. Prevention of hazards relating to the mobile elements
They shall take all measures necessary to avoid unexpected blocking of the moving parts of work. In case that the possibility of blocking subsistiese despite the precautions taken, the manufacturer must provide means of specific protection, specific tools and directions in the instruction manual and, where appropriate, an indication registered on the machine to unlock it without any danger.
8. Choice of protection against the hazards of moving parts.
The guards or protection devices used to protect against the dangers related to the moving parts shall be elected on the basis of the risk involved. The following information must be used to make the choice:
A) mobile transmission elements.
The safeguards designed to protect vulnerable people against the dangers caused by the moving transmission parts (such as, for example, pulleys, belts, gears, racks, trees of transmission, etc.) shall be:
• a. fixed safeguards that comply with requirements 1.4.1 and 1.4.2.1.
• b. or mobile safeguards that comply with requirements 1.4.1 and 1.4.2.2. to.
Will make use of this last solution if they provide for frequent interventions.
(B) moving parts involved in the work.
The guards or protection devices designed to protect vulnerable people against the risks caused by mobile elements relating to the work (for example, cutting tools, mobile bodies of presses, cylinders, parts in manufacturing process)(, etc.) They shall be:
c. fixed safeguards that comply with requirements 1.4.1 and 1.4.2.1, wherever possible.
d. If not, mobile safeguards that comply with requirements 1.4.1 and 1.4.2.2. (b) or protection devices such as sensitive devices (e.g., immaterial barriers, sensitive carpets), protection devices through keeping distance (for example, bimanuales controls), protective devices intended to prevent the access of all or part of the body of the operator to the danger zone to mechanically comply with requirements 1.4.1 and 1.4.3.
However, when it can not be made inaccessible during its operation, in whole or in part, certain mobile elements that intervene in the work because you have to perform operations that require the intervention of the operator in its proximity, these elementswhere this is technically possible, they shall:
e fixed safeguards that comply with requirements 1.4.1 and 1.4.2.1 and to prevent access to parts of the elements which are not used at work;
and adjustable safeguards that comply with requirements 1.4.1 and 1.4.2.3 and limit access to parts of the moving parts that are strictly necessary for the work;
1.3. Measures of security against mechanical dangers.
9 Stability.
If the own way of the machine or installation for which it is intended do not ensure sufficient stability, must have a suitable means of fixation, which will be indicated in the instructions.
10. Risk of break in service.
The materials used will have a sufficient resistance, adapted to the characteristics of the environment of use provided by the manufacturer, especially with regard to the phenomena of fatigue, ageing, corrosion and abrasion.
The manufacturer shall indicate in the instructions the types and frequency of inspections and maintenance required for safety reasons. Where appropriate, indicate the parts that can wear out as well as the criteria for its replacement.
If, despite the precautions taken, the moving parts affected persist the dangers of bursting or rupture (in the case and wheels, for example), they will be assembled and prepared so that, in the event of breakage, their fragments retention.
Rigid or flexible conduits for circulating fluid, especially at high pressure, will have to withstand the expected internal and external efforts; they are solidly subject and/or they will be protected against external aggressions of all kinds; precautions shall be taken to ensure that, if there is a rupture, they can not cause hazards (sudden movements, high pressure jets, etc.).
In the case of automatic advance of the material you are working towards the tool, the conditions set out below to avoid risks to exposed persons must be given (for example: the tool breakage):
a. when the tool and the piece come into contact, the tool will need to have attained its normal working conditions.
At the time in which occurs the start-up and/or the stop of the tool (voluntarily or accidentally), the forward movement and the movement of the tool must be coordinated.
