Climatización eficiente | Efficient HVAC www.futurenergyweb.es 72 FuturEnergy | Julio-Agosto July-August 2017 • Rehabilitación energética básica: modernización de entre 750 y 1.313 viviendas para hacerlas eficientes desde el punto de vista energético (rehabilitación energética de la envolvente de los edificios). • Red de calor: instalación de un sistema de calefacción urbana de biomasa 100% renovable, que cubre el 100% de la demanda térmica: calefacción + ACS para al menos 750 viviendas reacondicionadas. • Infraestructuras integradas eléctrica y térmica: integración de la gestión de la calefacción urbana, que se desplegará en el lugar de demostración, con la gestión de los consumos eléctricos. • Movilidad sostenible: introducción de tecnologías limpias en el parque de vehículos de Vitoria-Gasteiz, siendo la adopción de vehículos híbridos y eléctricos la principal herramienta para lograr este objetivo. • TICs: despliegue del Sistema de Gestión Urbana para VitoriaGasteiz (SGU-VG) basado en la definición común de la plataforma abierta de información urbana (CIOP). • Regeneración del espacio urbano: renovación de calles y plazas que harán al barrio más atractivo. La Comisión Europea, a través de la Agencia Ejecutiva de Innovación de Redes (INEA), financiará el Proyecto SmartEnCity con 27,9 M€ para su desarrollo e implementación en las tres ciudades de Tartu, Sonderborg y Vitoria-Gasteiz, de los cuales 10,9 M€ se asignan a la actuación de Coronación. El presupuesto para el proyecto de Vitoria-Gasteiz es de 29,6 M€. Con cargo a la subvención europea es posible rehabilitar un máximo de 750 viviendas y construir una red de calor. El Gobierno Vasco a través de Visesa y el Ayuntamiento de Vitoria-Gasteiz complementarán la subvención con la cantidad necesaria para que sea posible rehabilitar energéticamente 1.313 viviendas. Las fechas comprometidas de ejecución del proyecto, son: • 2016-2017: anteproyectos, acuerdos con comunidades, proyectos, licitaciones. • 2018 y 2019: ejecución de las obras. • 2020 y 2021: monitorización de resultados y difusión. centrally, the residents will not be subjected to specific times that limit the use of the heating but will be able to manage both the heating and domestic hot water to best suit their needs. They will have access to a platform where they can view individual consumption information and obtain a breakdown of the accumulated cost of heating and hot water at any given time. The service will be invoiced via two power contracts, one with a set tariff and the other variable depending on the actual consumption of each user. As a result, each neighbour can manage the use of the service as well as its cost on an individual basis. A pioneering project at European level This project forms part of the European programme SmartEnCity that aims to design a common strategy to create CO2free smart cities and that was presented in May 2015 at Europe’s “Smart Cities and Communities” call for entries under the Horizon 2020 R&D+i Programme. The Coronación project was one of four selected by the EU from the 42 submitted, corresponding to more than 200 hopeful candidates and over 1,000 entities, to undertake the following actions: • Basic energy refurbishment: modernising between 750 and 1,313 homes to make them efficient from the energy standpoint (the energy refurbishment of the buildings’ envelope). • District heating: installing an urban heating system, 100% powered by biomass and covering 100% of thermal demand: heating + DHW for at least 750 reconditioned homes. • Integrated thermal and electric infrastructures: integrating urban heating management to be rolled out at the demo site along with electricity consumption management. • Sustainable mobility: introducing clean technologies into the Vitoria-Gasteiz vehicle stock, with the adoption of hybrid and electric vehicles as the main tool to achieve this target. • ICTs: implementing the Vitoria-Gasteiz Urban Management System (SGU-VG), based on a common definition of the open urban information platform (CIOP). • Regeneration of the urban space: refurbishing streets and squares to improve the look of the neighbourhood. The European Commission, through the Innovation & Networks Executive Agency (INEA), will finance €27.9m of the SmartEnCity Project for its development and implementation in the three cities of Tartu, Sonderborg and Vitoria-Gasteiz, of which €10.9m is allocated to activities in Coronación. The budget for the Vitoria-Gasteiz project is €29.6m. The European subsidy is enough to cover the refurbishment of 750 homes maximum and the construction of a heating network. The Basque Government, via Visesa and the Vitoria-Gasteiz City Hall will top up the subsidy with the amount necessary to undertake the energy refurbishment of 1,313 homes. The agreed dates for project execution are as follows: • 2016-2017: pre-projects, agreements with communities, plans, tenders. • 2018 and 2019: works execution. • 2020 and 2021: monitoring of results and dissemination.
