The Plan provides an instrument to facilitate the review of intervention strategies in water policies and to improve the effectiveness of public actions in the areas of sanitation, wastewater treatment and reuse. The DSEAR Plan was drawn up by the Directorate-General for Water with the collaboration of over 200 stakeholders from different fields, including: public authorities, users and managers of the urban water cycle, the energy and irrigation sectors, non-governmental organisations, institutions, universities, foundations, water-related research centres, amongst others. The main lines of action include: improving energy efficiency and the overall efficiency of wastewater treatment and reuse plants, promoting the reuse of wastewater, and promoting innovation and technology transfer in the water sector. As everybody is aware, since the outset, we at FuturENVIRO have been and wish to continue being at the forefront of the dissemination of news and innovation in the water sector. El modo adaptativo se utiliza normalmente cuando se requiere mantener un nivel de agua bajo y constante en el colector: la bomba nunca dejará de funcionar, aunque regulará su velocidad tras la entrada. Si se detecta un ruido de succión, la bomba disminuirá su velocidad para reducir el desgaste, pero cuando el agua vuelva a entrar en el sumidero, la bomba aumentará su velocidad hasta que el nivel de agua vuelva a ser bajo. Al dejar que la bomba funcione continuamente, no es necesario ningún sensor adicional. La entrada de agua hace que la bomba funcione, por lo que siempre estará preparada para responder a las condiciones cambiantes del terreno. El modo de nivel consiste en dos niveles preestablecidos, un nivel de arranque que se controla con un sensor de presión incorporado para detectar los niveles de agua, y un nivel de parada que se activa cuando la bomba detecta ruidos. Como la bomba sólo funciona cuando es necesario, por ejemplo, cuando el agua está por encima del nivel establecido, optimiza la eficiencia y reduce tanto el consumo de energía como el desgaste operativo. Flygt Biboα has cutting-edge capabilities, offering two different running modes which can be easily interchanged depending on the application and operating environment. Adap-tive mode is typically used when there is a requirement to maintain a constant low water level in the sump – the pump will never stop running, though it will regulate its speed af-ter inflow. If snoring is detected, the pump will slow down to reduce wear, but when water re-enters the sump the pump will increase its speed until the water level is low again. By letting the pump run continuously, there is no need for any additional sensor. The in-coming water triggers the pump to run, so it will always be ready to respond to changea-ble conditions in the field. Level mode consists of two pre-set levels, a start level that is controlled with a builtin-pressure sensor to detect water levels, and a stop level that is triggered when the pump detects snoring. As the pump only operates when needed, for example, when water is above the set level, it optimizes efficiency and reduces both energy consumption and operational wear. Built on the same integrated power electronics and systems platform as Xylem’s re-nowned wastewater pump, Flygt Concertor, the new Flygt Biboα automatically adapts to the speed and performance in a field instead of a static curve, meaning that the compact 8kw pump can deliver QHperformance that spans the range of a 2kW standard pump, right up to a 10kW standard pump. As one of the most robust and reliable pumps now on the market, Flygt Biboα has a life-span that is up to four times longer than traditional dewatering pumps. The launch of Flygt Biboα follows rigorous field testing at the Renströmmine in Sweden, one of Europe’s deepest mines. El contrato, adjudicado por El Consejo de Administración de la Empresa Mancomunada del Aljarafe, S.A. (ALJARAFESA), tiene un importe de 9,873 M€ y una duración de tres años, prorrogables hasta los cinco años. El caudal nominal del conjunto de las instalaciones supera los 60.000m3/día en cinco plantas de tratamiento, que tratan los vertidos de más de 20 poblaciones. The contract also includes quality control points and the maintenance of the electromechanical facilities in the Guadalquivir, Aznalcázar, Villamanrique and Aznalcóllar basins. The contract, awarded by the Board of Directors of Empresa Mancomunada del Aljarafe, S.A. (ALJARAFESA), is worth €9,873 million and has a duration of three years, with an option for an extension of up to five years. The nominal flow of all the facilities exceeds 60,000 m3/day at a total of five treatment plants, which treat discharges from more than 20 towns. La compañía, fundada en 2001, ofrece soluciones personalizadas de tratamiento y transporte de agua para necesidades mineras e industriales, entre otras. El objetivo de esta operación es que ambas empresas crezcan de la mano compartiendo equipos, experiencia y tecnología en el sector del agua. Con esta nueva adquisición, Almar Water Solutions confirma su apuesta por las plataformas regionales, con el objetivo de encontrar las mejores oportunidades y sinergias con socios locales, y acercándose así a la realidad de cada geografía y cliente. En este caso, amplía la plataforma regional de Latinoamérica, que comenzó en 2019 con la compra de Osmoflo SpA, la cual quedará ahora integrada bajo el paraguas de Aguas y Riles. La operación y optimización de las plantas de tratamiento de agua representa un fuerte impacto en los costes fijos y variables de las industrias, por ello, la posibilidad de externalizar la operación a empresas especializadas en la materia surge en Latinoamérica como una atractiva elección. With this new acquisition, Almar Water Solutions further confirms its commitment to regional platforms, with the aim of finding the best opportunities and synergies with local partners, bringing it closer to the reality of each geographic area and client. In this case, it is expanding the regional platform in Latin America, which began in 2019, with the purchase of Osmoflo SpA, which will now be integrated under the umbrella of Aguas y Riles. INTERNACIONAL | INTERNATIONAL Tedagua, en consorcio con la constructora filipina First Balfour, resultó adjudicataria en diciembre de 2020 del contrato de 55 millones de dólares, para el diseño y construcción de la planta potabilizadora de East Bay, promovida por Manila Water Company Inc., el proveedor exclusivo de agua potable y servicios de aguas residuales paramás de seismillones de personas en la zona este deManila y la Provincia de Rizal. Sin embargo, no ha sido hasta estas fechas que se ha podido dar comienzo a los trabajos, una vez superados los aspectos administrativos previos. El contrato consiste en el diseño y construcción de una planta potabilizadora situada en la zona del lago Pakil, al este deManila, con una capacidad de producción de 50.000 metros cúbicos diarios. La planta consta de ozonización, flotación con aire disuelto y dos etapas de filtración, con la particularidad añadida de que cuenta con tecnología de ósmosis inversa para épocas del año en que el lago presenta una alta salinidad. Una vez puesta en marcha, comenzará un periodo de un año de operación y mantenimiento en el que se deberá dar formación al personal local para garantizar el buen funcionamiento a futuro de la instalación. Este proyecto ayudará a reforzar y mitigar la situación actual de escasez de agua potable que sufren los habitantes de Manila, cuya área metropolitana posee una de las mayores densidades poblacionales del mundo. Con la adjudicación de este proyecto, Tedagua continúa su periplo por el mercado asiático, donde inauguró recientemente la desaladora de Tuas III en Singapur o las obras de abastecimiento a la zona de Mirpur, en Dhaka (Bangladés). Tedagua, in consortium with Philippine construction company First Balfour, secured a $55 million contract in December 2020 for the design and construction of the East Bay DrinkingWater Treatment Plant. The contract was awarded by ManilaWater Company Inc., the exclusive provider of drinking water and wastewater services to over six million people in the eastern part of Manila and Rizal Province. However, it has only recently become possible to commence work, subsequent to the completion of administrative procedures. The contract is for the design and construction of a DWTP with a production capacity of 50,000 cubic metres per day in the Pakil Lake area, east of Manila. The plant will implement ozonisation, dissolved air flotation and two filtration stages, in addition to reverse osmosis at times of the year when the lake has high salinity levels. Once commissioned, a one-year period of operation and maintenance will commence, during which time local staff will be trained to ensure smooth operation of the facility in the future. This project will help to reinforce the supply system and mitigate the current drinking water shortages afflicting the people of Manila, whose metropolitan area has one of the highest population densities in the world. Through securing this contract, Tedagua continues to reinforce its presence in the Asian market, where it recently inaugurated the Tuas III desalination plant in Singapore and the supply infrastructure for the Mirpur area in Dhaka (Bangladesh). En mi equipo puedo presumir de trabajar con un buen número de mujeres que deciden cada día hacia dónde se dirigen las políticas de la Galicia verde y azul. Desde mis manos derecha e izquierda, como son la secretaria general técnica y la jefa de gabinete, hasta las directoras generales de Urbanismo, Patrimonio Natural y Calidad Ambiental. Es decir, cinco altos cargos, con una experiencia envidiable, que confirman algo de lo que en 2021 ya no habría que hablar: dirigir no debería ser jamás cosa de hombres, sino cosa de aquel que esté capacitado. La Consellería, como digo, habla en femenino, pero más allá de ese carácter que considero anecdótico, habla de la consciencia de nuestra Comunidad Autónoma sobre la repercusión del cambio climático. Un fenómeno que influye en aspectos de carácter global como el desarrollo sostenible, la economía, la gestión de los recursos naturales o la salud, lo que convierte en indispensable dar una respuesta multilateral fundamentada en la acción. Es por eso que desde la Xunta dimos, ya en octubre de 2019, una contestación reforzada hacia este fenómeno, bajo el título Estrategia gallega de cambio climática y energía 2050. Una hoja de ruta que me gusta calificar como ambiciosa y con la que aspiramos a convertirnos en referentes de los nuevos modelos de consumo y de la solución al problema del calentamiento global. Se trata de una estrategia pionera a nivel europeo, al haber puesto por escrito, mucho antes que otras regiones y países, nuestro compromiso de alcanzar la neutralidad climática lo antes posible. Lo hacemos a través de cuatro bloques de actuación, en los que ya se invirtieron más de 317 millones de euros solo en el primer año de vida. I work with a team that includes a good number of women, who make decisions on a daily basis regarding green and blue policies for Galicia. From my right- and left-hand women, the Technical Secretary General and the Chief of Staff, to the Director Generals of Town Planning, Natural Heritage and Environmental Quality, we have five women in senior official positions. These women, all of whom boast enviable experience, confirm the fact that in 2021 we should no longer speak of leadership as the terrain of men, but rather as the terrain of those with the skills to lead. The Regional Ministry, as I have pointed out, speaks in the feminine gender but beyond this fact, which I consider to be circumstantial, it speaks of our Autonomous Community’s awareness of the repercussions of climate change. Climate change impacts global issues such as sustainable development, the economy, the management of natural resources and health, making it essential to offer a multilateral response based on action. In October 2019, the Regional Government bolstered its response to this phenomenon by drawing up the Galician Climate Change and Energy Strategy 2050. I like to describe this as an ambitious roadmap and one through which we are seeking to become a benchmark in terms of new consumption models and the provision of a solution to the problem of global warming. It is a pioneering strategy at European level in that it outlines, in written form, our commitment to reach climate neutrality as soon as possible, long before other regions and countries have done so. We are doing this through four blocks of action, in which more than 317 million euros have already been invested in the first year alone. A total of 171 measures are underway and scheduled for completion by the first deadline, the year 2024. Por supuesto, la Estrategia se trata de una carrera de fondo, en la que los participantes somos toda la población, pero que ya está teniendo sus primeros resultados: desde 1990 hasta la actualidad, Galicia ha reducido sus emisiones de CO2 un 23,8%, 32 puntos por encima de la media nacional. Es solo dato que indica que lo estamos haciendo bien, pero que no llega solo con eso, sobre todo teniendo en cuenta que la Unión Europea acaba de elevar su objetivo hasta una reducción del 55% en el año 2030. Y está claro que el esfuerzo será clave para llegar a esa meta. Así, seguimos presentando nuevas propuestas que nos ayuden a acabar con el cambio climático. Para ello, la comisión interdepartamental de la Estrategia, integrada por todos los departamentos de la Xunta, se ha reunido este mes de junio por primera vez y ha puesto encima de la mesa dos nuevos retos: por un lado, la Alianza por el Clima, para implicar a todos los actores de la sociedad gallega en esta lucha; y por otro, el proyecto Xunta de Galicia, neutra en carbono, con el que nos marcamos el objetivo de ser una de las primeras administraciones públicas neutras antes del año 2040. El cambio climático es, por lo tanto, una de las principales líneas de trabajo actuales de la Consellería, en la que también atendemos a la gestión de los residuos, al bienestar de la fauna y la flora de la Comunidad, el urbanismo responsable o la integración paisajística, por poner algunos ejemplos. From 1990 to the present day, Galicia has reduced CO2 emissions by 23.8%, 32 points above the national average. This single statistic indicates that we are doing well, but it is not enough, particularly bearing in mind that the European Union has just raised its target to a 55% reduction by 2030. Clearly, great efforts will be the key to achieving that goal. For this reason, we are continuing to present new proposals to help put an end to climate change. Climate change is, therefore, one of the main current lines of work of the Regional Ministry. We are also responsible for waste management, the welfare of the region’s fauna and flora, sustainable town planning and landscape integration, to give but a few examples. No se trata de demonizar determinados ámbitos, sino de buscar la racionalidad y la eficiencia para avanzar, entre todos, hacia una sociedad más justa, equitativa y sostenible. Discrepo con aquellas visiones y propuestas que quieren volver a los años 50, sin incorporar los avances tecnológicos y digitales de los últimos años. Parte del progreso económico, cultural, social y sanitario de las décadas más recientes nos ha llevado a rozar los límites. Sin embargo, también nos ha permitido conseguir una sociedad más educada, crítica, saludable, longeva y con capacidad de solucionar problemas. Para conseguir este equilibrio entre avanzar y racionalizar debe haber una apuesta clara por la innovación, la investigación y el desarrollo tanto en las STEM como en las humanidades, y un conocimiento real de cada especificidad. Nuestro país está en la cola de los países de la Unión Europea en presupuesto público Y privado dedicado a la innovación y al desarrollo. No hay un apoyo real a la ciencia y al conocimiento y se están tomando decisiones a nivel político europeo y nacional desde despachos con total desconocimiento de las necesidades reales de los ciudadanos, de los territorios y de los municipios. Si hay algo en lo que se debe distinguir el siglo XXI, es en priorizar a las personas y al medio ambiente antes que al dinero, que, por supuesto, es necesario para poder progresar. Para ello, hay que esforzarse en conocer las diferentes necesidades y especificidades. Ser equitativo que no es lo mismo que igualitario. There is no real support for science and knowledge, and decisions are being taken at European and national political level from offices with total ignorance of the real needs of citizens, territories and municipalities. If there is one area in which the 21st century must stand out, it is putting people and the environment before money, although the latter is, of course, necessary for progress. To do so, we must strive to be aware of different needs and specificities. Being equitable is not the same as being egalitarian. Environmental, social and economic sustainability, terms that we have all incorporated into our language, requires us to be aware of the singularities and to offer, through science, innovation and technology, the most appropriate solutions with a global and transversal vision.
