Method of analysis for each component The regulatory components were analyzed using the Brazilian regulations and complemented by the Spanish regulation. The descriptive components were analyzed through an investigative questionnaire and the practical component were analyzed using measurements and calculations. Analysis of the components Each component was specifically analyzed starting with those that form the lighting environment. Lighting Parameters: This analysis is done in Section 1 and for this purpose, measurements of the levels of luminance were taken. This will verify if the lighting conditions are adequate as indicated by the Brazilian regulations (ABNT –NBR 5101: Iluminação pública) and the Spanish (Protocolo de auditoría energética de las instalaciones de alumbrado exterior y el Reglamento de eficiencia énergetica en instalaciones de alumbrado exterior instalados.) Visibility of objects and the influence of color-contrast: Through the study of the levels of lighting, luminance and contrast and how these affect the perception of 4 objects (red, blue, Green and White) of 20 x 20 cm., located at a distance of 5 m from the farthest luminary, 4 m. from the closest and 10 cm. between objects. Then, the location of the object is analyzed to recognize it from 3 distances, starting from the observer’s point of view, 10, 20 and 30 meters (figure N°4). It was determined that 30 meters is the distance at which the observer starts having visibility problems, so four levels of visibility have to be identified: more visible, slightly more visible, visible and less visible.
