Planes directores Otro de los temas importantes que se han tratado en las Jornadas de Ilumi- nación de conjuntos históricos es la necesidad de implementar una meto- dología distinta a la hora de planificar la iluminación de los conjuntos históricos. Un plan director de iluminación no es una auditoría energética, a la que se suman multitud de cálculos de costes y se cifran iluminancias en servicio, que se remata con las fichas técnicas de los nuevos productos a instalar y sus sistemas de control. No hablamos por casualidad del "ur- banismo de la luz", sino que elegimos el término porque otorga un significa- do distinto a esta actividad. En un Plan director de iluminación la ingeniería es decisiva, pero en su globalidad ha de ser concebido desde los ámbitos de la arquitectura y del urbanismo, de la historia del arte y de la conservación del Patrimonio, y en su materialización deben participar diseñadores de ilumi- nación cualificados. energy efficient using classic lighting technology than a bad project with LED. It is not about substituting an equipment for another more efficient one. It is about using it thoughtfully. It is not by chance that we use the term “light urbanism” but because it gives a different meaning to this activity. In a lighting master plan engineering is decisive, but as a whole it should be conceived from the fields of architecture and urbanism, from the history of art and the conservation of Heritage, and it should be implemented by qualified lighting designers. The promotion, financing and management of a lighting master plan should concern the consistory as a whole and not just the council of a given municipal government. This is to En orden a su promoción, financiación y gestión creemos que no debe con- cernir a una concejalía de un gobierno municipal dado, sino al consistorio en su conjunto. Es decir, que la ilumina- ción de una ciudad debe ser conside- rada como una "cuestión de estado" municipal y por tanto resolverse mediante el consenso. Entendemos que la Administración es quien tiene la llave para que se empiece a cambiar la metodología de funcionamiento tradicional. La realidad es que resulta relativamen- te sencillo implementar otra forma de hacer las cosas. Bastaría con la convocatoria de concursos públicos para la elaboración de planes directo- res y para la redacción de proyectos de iluminación de edificios emblemá- ticos; esto serviría para fomentar el desarrollo profesional en el campo de diseño de iluminación y para generar interés profesional en estudiantes de distintas disciplinas. Lograr la concienciación de las Ad- ministraciones sobre esta cuestión ha sido el objetivo último de estas jornadas. say that the lighting of a city should be considered a municipal “matter of state” and for this reason it should be resolved in consensus.
