The third breakfast of Tendencies IPM in Power took place the past 13 November in the building Unicentro of Madrid and was organised by Imedia Communication. Said event was baptised with the New ‘name economy of the cities' and had the presence of Africa Orenga, director of Imedia Communication, that commissioned to open the day and welcome the assistants, and of the expert in Power and Sustainability, Javier García Breva, president of N2And and the Renewable Foundation.
The energetic sector is being subjected to a lot of changes in the last months, many of them propiciados by the numerous technological advances. As it commented Javier García Breva, these changes loom to the sector with transforming the business in the next years. “The power has not been taken into account when they have built the cities, that are precisely those that more power and CO2 consume. We can think in the bad that have done it or in the so big opportunity that have now”, commented García Breva in relation to the modifications that the European politics are causing in the economic model of the cities.

Javier García Breva supported the Law 8/2013 whose aim is the aprovechamiento of the potential of the energetic rehabilitation of the park of buildings like instrument of economic reflation and creation of employment. García Breva stood out that the majority of the parks of buildings does not fulfil with the minimum parameters of energetic efficiency. According to his data, in the first balance of the energetic certificates the result was that 95% of the edificación already existent needs to carry out actions of energetic efficiency and that the potential of saving of power that there is between an energetic qualification G and another To is of 80%.
From the Law 8/2013 the energetic certification will form part of the Report of Evaluation of the Building (IEE), the incumplimiento of his recommendations will constitute infringement urbanística and will sanction the falseamiento of his data. It is more, García Breva stood out the increase of the interest showed by some sectors like the construction or the real estate, since they see in the energetic sector a niche of market with future.
The president of the Renewable Foundation stood out also that the decentralisation of the electrical sector already has begun to attract income of the generation centralised conventional. According to Javier García Breva, in 2030 expects that 20% of all the generation of energies come from of sources decentralised. This contributes to that the energetic efficiency of the cities earn more importance.
Last normative developments
Javier García Breva stood out some aims of the Directive of Energetic Efficiency 2012/27/EU, like the saving of 20% of the energetic consumption in the buildings; the saving of 1,5% of the sales to final customers, whose destination will be the Bottom of Energetic Efficiency; intelligent counters that explain the net balance in real time for the consumers; or creation of green banks.
The forecast that did the PAEE 2011-2020 is that the fulfillment of the European aim to reduce 20% the consumption of power in 2020 would suppose to multiply by three the turnover and the value added of the sector of the energetic services in Spain and the creation of 500.000 new employments in a key activity to reduce the energetic cost of million final consumers and of cientos of thousands of buildings. In those that to the European directives, García Breva stood out the crash that exists between the proposal of autoconsumo of Europe and the new electrical reform of Spain.
In the European budgets between 2014-2020 pursues the compulsory dedication of 20% of the bottoms Feder to the energetic efficiency of the buildings. Of this way, in Spain, adding to the Feder the initiatives of the programs Horizon 2020, would have in the seven next years of until 4.000 million euros to back this type of projects of rehabilitation.
“Spain has been an excellent example of aprovechamiento of the structural bottoms to execute infrastructures and intensive projects in ‘cement', now have to be able to do the same with the projects of innovation. The potential of saving of power results to be now a potential of wealth for exploding and a value added for the real-estate sector and of the construction”, concluded Javier García Breva.
