The ten commandments of construction

The manifesto is an idea that was born in the Organizing Committee of the fair and seeking unity in the sector, something that says to Interempresas Josep Miarnau, President of Construmat 2011, had not been achieved so far. "With the manifesto we successfully unite promoters, builders, suppliers of materials and professions".
The manifesto emphasizes Miarnau, includes a map of the current situation of the sector, and has a Decalogue which brings together a range of needs such as improving the credit helps internationalization and support for training.
The location map
The text that accompanies the Decalogue offers an outline of building and civil engineering in Spain sector. Thus, according to the paper, investment in construction on the Spanish GDP has gone from the 17.9% in 2006 to 12.7% in 2010, "a value similar to the registered at the beginning of the years of the 1970s".
In addition, 58 per cent of the jobs destroyed between 2007 and 2010 (more than one million) corresponds to the construction sector. Another disturbing fact is the public building and Spanish civil engineering fell by 2010 a 13.5% compared to 2009, and according to the manifesto, for this exercise, "is expected to fall about 20 %".
Other information: residential real estate market, a few years ago was 9.5% of the Spanish GDP has fallen to 4% and is thus below countries such as Italy, France or Germany.
The Decalogue
This is the picture of the construction in Spain which draws the manifesto. To alleviate the effects of this crisis and revive the industry, the Organization of Construmat 2011 proposes a total of 10 points are reproduced verbatim below:
1. Normalization of the credit
We urge the public authorities and financial institutions to take the necessary measures to ensure the standardization of the credit to all the initiatives which are conducive to the activity of the sector of the building and its revitalization, in particular to the new building.
2. Support to the construction of new building
You should promote, as a matter of urgency, the implementation of support measures for the construction of new building on those increasingly numerous locations where there is demand accredited and there are no stocks.
3. Greater support for the rehabilitation
We demand a greater support to the rehabilitation and the RHE + programme so that rehabilitation is conceived in its industrial dimension, moving towards the urban transformation and consolidation of the "City" element as a pooling of neighborhoods and buildings.
4. Maintenance of an adequate level of investment in construction and civil engineering
We call for a balance between the need to reduce public expenditure and the maintenance of an adequate level of investment in construction and civil engineering. In doing so, it must not implement further cuts in the budgetary investment and boost the extra budgetary investment both at the State level and in the rest of public administrations.
5. Policy of housing with a cross-cutting approach
It is essential to carry out a policy of housing with a cross-cutting approach, to ensure the necessary coordination and complementarity between all the public administrations. It is also necessary to have a park of social housing for rent, to what is necessary to eliminate the financial and regulatory barriers that prevent the configuration and industrial and professional management of the rental market, in which the real estate investment funds and leasing companies are revealed as fundamental.
6. Legislative improvements
We call on improving and updating laws and regulations affecting the construction industry to adapt to the current corporate structure. In this regard, we ask that public administrations strict compliance with payment deadlines established by the new rules, and to ensure legal compliance among businesses.
7. Simplifying the legislative framework
The revision and simplification of the legislative framework which grips the sector is necessary. It is necessary to articulate a reliable, neutral, transparent and effective system to establish clear procedures to follow in different phases required for the realization of any project. All this in order to improve regulation, reduce production costs and facilitate their funding.
8 Internationalisation of the sector and attracting foreign buyers
We need greater support for: exports (products, materials and projects) and the internationalisation of the sector. It is also necessary to increase actions to attract foreign buyers to help reduce the existing in certain areas of the country residential stock, enhancing brand Spain in a context of quality and transparency and thereby the second residence in Spain.
9. Initiatives for the development of r & d and vocational training policies
We call for the promotion of initiatives for the development of policies of r & d and vocational training necessary in the sector, which must be compatible with environmental sustainability and economic viability of the companies.
10 Conclude the process of modernization
We are committed to conclude the process of modernization already undertaken, giving priority to the creation of jobs and new enterprises, the training of personnel, efficiency and environmental and economic sustainability of the sector of building and civil engineering in Spain.
