Million employments with the CO2

The proposal of the European Commission, published on 13 April, aims to amend Directive 2003/96/EC on the energy products tax. In the proposal, the applicable tax is divided into a tax on energy consumption (9.6/GJ for automotive fuels and 0.15/GJ for heating fuels) and a rate of CO2 (20 per ton of CO2).
Aebiom And Avebiom, the European and Spanish Association of the biomass respectively, are totally in accordance with the introduction of a tax to the CO2 in the EU. A similar tax carries working successfully in other countries: Sweden, Finland, Denmark, Slovenia and Ireland. To enter the tax in all the countries of the EU, would create million employments, as the biopower would see very benefited save in the case of the biogás for transport and biofuels in some concrete cases. Thus, Aebiom and Avebiom request:
1.- Exemption of the tax of the CO2 and of the tax on the energetic consumption for biogás and biolíquidos for thermal sensors and electrical uses, since it treats of sources of renewable power and the alone exemption of the tax of CO2 no incentiva the sufficient the change to sources of renewable power.
2.-Exemption of the tax on the energetic consumption for biofuels during 10 years with the aim to improve the competitiveness of fuels like ethanol, biodiesel, pure vegetal oils and biofuels advanced and ensure that it attains the aim of 10% foreseen in the ANIMAL.
3.- That apply the minimum energetic tax to all the biofuels and biogás employed so much for transport as for electrical generation to avoid distortions in the market when the electrical car implant of general form.
4.-That apply to the biometano for transport the same tax that to the biogás for thermal sensors and electrical use and avoid so it see excluded of the market for bearing taxles too high.
5.-The States Members would have to have the possibility to apply a tax of CO2 to energetic products under the diet of trade of rights of broadcast (ETS)
An increase of the taxles on the energetic consumption and the CO2 will improve the competitiveness of the biomass for heat and electricity, when remaining this exenta of the tax on the energetic consumption, and in minor measured the one of the biogás for these uses, since it would remain only exento of the tax of CO2. Supporting the renewable energies, the States Members have the opportunity to diversify his sources of energetic supply and reduce his energetic dependency.
Apart from this, the new fiscalidad comports more profits:
to) Ensures income to the States Members and help to struggle against the energetic poverty.
b) Offers a reliable and neutral road of support to the renewable technologies without discrimination.
c) The tax of CO2 will have a positive impact in the economy, in the generation of million employments and in the energetic efficiency.
d) The tax of CO2 ensures the principle of “who contaminates, pay” without causing conflicts.
Aebiom And Avebiom support firmly the introduction of an ecotasa or tax to the CO2. Both associations consider necessary to adjust some points in the review proposed in the European Commission.
According to Javier Díaz, president of Avebiom, “in these moments do lacking brave political decisions that remove us of on the more than 50.000 million euros that Spain spends annually in purchase of power abroad. The biopower produces 135 employments by each 10.000 inhabitants, in front of 9 of the oil and the natural gas, therefore we ask to our politicians the tax of CO2”.
The European Association of the Biomass (Aebiom) is a non-profit organisation founded in 1990 with the aim to develop the market for a sustainable use of the biomass. It is formed by 36 associations and 73 companies of all Europe, representing in total to 4.000 companies and technology centres.
By his part, Avebiom, the Spanish Association of Energetic Valorisation of the Biomass, constituted in Valladolid in 2004 with the end to promote the sector of the Biopower in Spain. It is member founder of the European Council of the Pellet (European Pellet Council –EPC, ) and is the entity designated to develop the mark ENplus of quality of pellets domestic in Spain. Besides, AVEBIOM has the vicepresidencia of Aebiom, and coorganiza Expobioenergía'12 and Connects Biopower, the event where big consumers of thermal sensors power find with suppliers of biopower. Avebiom Has 185 partners that generate 6.500 employments and a volume of turnover of 2.750 million euros/year.
