The Government sets an increase of 24 per cent of emissions of gaseous pollutants by 2012

According to the advance of draft of the National Plan of allocation of emissions of CO2 submitted by the Executive, sets an increase of 24 per cent of emissions of gaseous pollutants in 2012 from the 1990 base year marked by the Kyoto Protocol. This figure is the sum of the 15 per cent mark for the Protocol itself, 2 percent of removals by sinks and 7 per cent of the credits that may be obtained on the international market.
The text of the Government figure at 100 million tonnes by 2008-2012, i.e. 7 per cent of 1990 emissions, the total volume of appropriations of the flexibility mechanisms that need Spain. For this reason, the acquisition of credits for excess emissions in the "fuzzy" areas will be promoted (transportation and residential). Spreads the effort between the sectors of the European directive and not included therein, in such a way that remains current share in national total emissions with a 40.5 and 59.5 per cent, respectively.
This is for global emissions a target of 398,1 million tons of CO2 equivalent annual average for 2005-07, with a reduction of 0.4 percent from the 2002 (399,7 million tonnes).
For the sectors covered by the directive (electric, oil, cement, glass, paper and steel industry), proposed a distribution of 156,25 million tonnes in annual average, as well as an additional reserve of 3.2 per cent for new entrants.
For the excluded sectors (transportation and residential), required additional measures leading to a total reduction of emissions amounting to about 52 million tonnes in 2005-2007, as well as ensure compliance with those already provided for. It is currently a Plan of action 2004-2007 to identify additional measures necessary to comply with the stage.
