February 23, 2010
At a meeting in Brussels, Espinosa asked its European partners if the common agricultural policy (Cap) will need from 2013 - when you start the new budget period of the EU - a "financial mechanism" that offers "flexibility" to respond to future crises or volatility in prices. It also requested the opinion of the rest of Ministers on the effectiveness of current (such as public intervention and private storage) management tools and if they believe that they are sufficient or it is necessary to introduce others additional.
The new Commissioner for agriculture, Dacian Ciolos, defended mechanisms that can be "mobilized" in moments in which markets "not to ensure the stability of income and prices". He warned that the mechanisms "must not be a permanent" to make it so the market to "play its role" and stressed that "there is no turning back" in terms of recovering instruments that do not meet the requirements.
